Supporting your F10 notification

Regulation 6 of The Construction (Design and Management) Regulations 2015 state that some construction projects must be notified to the relevant enforcing authority in writing as soon as is practicable before the construction phase begins. 

This is known as an F10 notification – which is the reference number given to the form by the HSE.

The who, the what and the when –  breaking down the F10:

When does a F10 need to be submitted?

A construction project is notifiable if the construction work is expected to:

  • last longer than 30 working days and have more than 20 workers working at the same time at any point on the project ,or
  • exceed 500 person days

Every day on which construction work is likely to be carried out should be counted, even if the work on that day is of a short duration. This includes holidays and weekends.

It’s worth noting that if a construction project is not notifiable at first, but there are subsequent changes to its scope so that it fits the criteria or notification, the client must notify the work to the relevant enforcing authority as soon as possible.

Who is required to notify?

It is the Client’s duty to submit the F10 Notification. But in reality, the Client may instruct others to do this on their behalf (such as the Principal Designer), but they still hold the duty and need to ensure that accurate information has been submitted as soon as practicable before the construction phase begins.

It is also the Client’s duty to ensure that the F10 is correctly updated following any changes to the project’s, or to its duration, or amendments to the Principal Contractor etc.

How is F10 Notification completed?

To notify a project, the F10 online form should be used.

The particulars that need to be notified when completing an F10 form include:

  1. The date of forwarding the notice.
  2. The address of the construction site or precise description of its location.
  3. The name of the local authority where the construction site is located.
  4. A brief description of the project and the construction work that it entails.
  5. The following contact details of the client: name, address, telephone number and (if available) an email address.
  6. The following contact details of the principal designer: name, address, telephone number and (if available) an email address.
  7. The following contact details of the principal contractor: name, address, telephone number and (if available) an email address.
  8. The date planned for the start of the construction phase.
  9. The time allocated by the client under regulation 4(1) for the construction work.
  10. The planned duration of the construction phase.
  11. The estimated maximum number of people at work on the construction site.
  12. The planned number of contractors on the construction site.
  13. The name and address of any contractor already appointed.
  14. The name and address of any designer already appointed.
  15. A declaration signed by or on behalf of the client that the client is aware of the client duties under these Regulations.

Where should the F10 Notification be displayed?

The client must ensure that an up-to-date copy of the notice is displayed in the construction site office, so it is accessible to anyone working on the site and in a form that can be easily understood.

The client can either do this themselves or ask the Principal Contractor or Contractor to do so.
