The duty of the Principal Designer

The Construction (Design & Management) Regulations 2015 (CDM 2015) are the core set of regulations for managing the health, safety, and welfare of  construction projects. 

CDM applies to all building and construction work and includes new build, demolition, refurbishment, extensions, conversions, repairs, and maintenance – and adherence to these is a legal requirement.

The CDM regulations have specific duty holders, one of which is the duty of the Principal Designer.

The Principal Designer must plan, manage and monitor the pre-construction phase and coordinate matters relating to health and safety during the pre-construction phase to ensure that – as far as is reasonably practicable –  the project is carried out without risks to health and safety and general welfare.

Our services include:

  1. Assisting the Client in identifying, obtaining, and collating pre-construction information
  2. Providing pre-construction information to designers, Principal Contractor, and contractors
  3. Identifying, controlling, or eliminating foreseeable risks
  4. Ensuring that designers comply with their duties – and co-operate effectively with each other
  5. Liaising with the Principal Contractor for the duration of their appointment
  6. Preparing the Health and Safety File on your behalf

How we assist you as the Principal Designer:

  • Provide a dedicated Principal Designer throughout the project
  • Provide construction Health & Safety advice for the duration of the project
  • Submission of the F10 notification to the HSE on behalf of the Client
  • Review/prepare pre- construction information
  • Carry out design risk reviews and design risk workshops
  • Formulate design risk registers and ongoing management along with updating the risk  register as required
  • Liaise with the Principal Contractor
  • Ensure a suitably developed Construction Phase Health & Safety Plan is in place
  • Attendance at design team meetings
  • Prepare Health and Safety Files
